A quick note of how I tested this, I made a modified virtio_net driver that
let me use ethtool to set any speed I wanted.  I did need to hack around in
libhbalinux in lport.c to get it to report an interface that does not have
a pci device in the sysfs device path.  That's a seperate issue that should
probably get a clean fix.
