More specifically this is a Bluetooth smartcard (or CAC card) reader.
They are initially paired via a tethered cable and then used wirelessly.

The connected device must have Bluetooth, of course, and the program
authenticating to it must support the reader.

There are two NSA approved Bluetooth smartcard readers of this type:
RIM's and a company called Apriva has the other one (yes the company
working on the SME PED) http://iss.apriva.com/products_reader.aspx

Blackberry has a proximity device that works over bluetooth. I've never
used the unit but we were considering it:

This is a bit off-topic, but I think the readers of the list will have
some recommendations.

I was searching for a device that automatically locks a computer if
the authorized users steps away from the computer. I found one at:
http://www.dlock.com.tw/pc_lock_timer.htm

It seems decent, but I have never heard of the company before.

Has anyone used this product before? Do you know of any similar
products from a more reputable vendor?

Ivan
