In general it is as simple as using the "Add->Page" menu item in the upper right corner of an existing page. But as usual there are complications.
First, you must be logged in. Confluence has permissions which are "Space" specific and sometime individual pages are locked down. Also, different themes may be applied to a "Space" to set a customized look-and-feel which make the "Add->Page" hard to find. Where are you trying to add the page and I can be more specific?
