FYI, I just added a plugin[1] to our JIRA installation (enabled for all projects, not just fcrepo) that allows you to "Find Issues" by # of attachments or comments. It also lets you sort the results by these values if you "Configure your issue navigator". These aren't built-in functions of JIRA, but I think having them is really useful (e.g., scanning for "hot" issues or those where patches have been submitted)
