I get the same message.  It fails when trying to assemble the installer.
The utilities-main jar seems that it is neither created as an artifact
in the fcrepo-server/target directory, nor installed to the local maven
repo.  Other artifacts in fcrepo-server are created just fine (e.g. the
rmi receiver, cli utilities, etc).  One difference I note is that
utilities-main is created by the jar plugin, whereas the rest of the
server artifacts are created by the assembly plugin.   If I had to
guess, I'd say that fcrepo-server/pom.xml needs to be examined and fixed
in order to convince maven to create a fcrepo-server-utilities-main.jar
artifact.
