I think the best way to design this repository depends on your needs or your future requirements. If you create one digital object ( say the big document) and each scanned document (at least 2 datastreams - DC and the tiff ) related with the container document with "is PartOff", you get some benefits:
-each scanned document is easyly addressed in the web .
-you can add some particular comments to each scanned document .
- you can define particular picture transformations for ( or only for some ) each scanned document bu it´s more heavy the management of the container document .The use of a good content model is a great help. After some discussions we decided to use this approach for our scanned documents.
