If you are comfortable with some simple scripting, then you could loop through 
a list of PIDs in whatever format you like and:

For the RELS-EXT case, you could use the getRelationships, purgeRelationship, 
and addRelationship API-M calls.

For the DC case, you could use getDatastream and modifyDatastreamByValue. Note 
that this would likely only work for the required DC 'stream (not an 
institution-specific additional 'stream), because modifyDatastreamByValue works 
only on inline (type X) datastreams.
