Hi Agustina,

Good.  Yes, the normal behavior is for Fedora to save it as UTF-8 once
it comes in, regardless of the original encoding.  Fedora saves it as
UTF-8 because that is a more universally usable encoding (pretty much
all xml processors are required to support it).
