Thanks Jörg, It looks like the configuration of OAI sets has helped with indexing the backlog. I configured sets based on content models, as below. When the sets were indexed all member records were also added to the general response with no set specified. In others words, the use of sets resulted in indexing the backlog (at least set contents).
I still really have too many responses to the ListSets verb, but I'm happy with the ListRecords response now.
