We are in the process of migrating from one server to another. All of the 
Fedora objects appear to have migrated successfully. However when trying to use 
the Saxon service we get the following error.  The ENFORCE-MODE is currently 
permit-all-requests. One of the more interesting points is that the Tomcat 
server I'm accessing is also on the spartanarchive.itservices.msu.edu server. 
So there is no actual remote server.

java.io.IOException: HTTP request failed.  Got status code 401 from remote 
server while attempting to GET 
http://spartanarchive.itservices.msu.edu:8080/fedora/get/msu-uahc:SpartanArchive/xsl/2012-05-23T18:27:38.388Z

So the question is: what causes this? Is it permissions, something in the 
web.xml or something else?
