And to add some trouble-shooting myself, this new fedora-release package points to a mirrorlist URL that returns an XML file instead of the old plain-text list of baseurls. Perhaps upgrade tools like Yum are needed to handle it. But that doesn't prove that hardcoding the F11 repository baseurls would not work.
