But usually in target-specific code.

Plus, it's not the toolchain's updates which get stalled, but the updates 
for some package which just happens to trigger the toolchain bug. Having the 
arches be secondary allows to at least proceed with building things on the 
primary arches while the bug on the secondary arch is being fixed.
