we can fix this in lohit as well but i think need to add something around 60
ligature

i.e 37 (cons) + [0d4d + 0d30] = ligature

+

37 (cons)+ 0d4d + 37 (cons) + [0d4d + 0d30] = ligature

some or many out of these will be not require. 
I have tested with some font on windows, Uniscribe is doing reordering for
this.

sometime i feel we should have at least one font for each language with AAT,
which will make rendering independent of rendering engine
