In fact a server system is configured manually to specifically run
services or not to. As a server administrator you would want it to
boot as fast as possible since the specific services that you want are
either turned off or turned on by you. You would not really want to
wait for foo bar services running on a server and waiting for it just
to turn it off. So if you say that for a server a fast boot up time is
not required I think you are missing the mark.
