Well, Since I have been in such a college scenario I can understand your request completely. But to increase bandwidth and provide infrastructure on "special" occasions ? Now this is strange and I wouldn't want to go into further details. The way the "community" works is not by poking its nose into College Administration stuff. You are also part of this community and you _must_ be able to convince the college authorities to give a "GO" signal. If things dont work out fine, the best option would be to find a speaker within college (I remember quite a few people were successful at Manipal with this a couple of years back when I was there) or as Rahul has already mentioned, IRC conversation is the way. Just get everybody into IRC channel #fedora-india and getting rolling. People have done this with pretty good success rate before.
