I appreciate Aaron's idea that I try it & see what happens, although I'm familiar with that setting & I think it's specific to when you mouse-over a window, which is not my issue. I was going to go try it anyway, when I realized the issue is gone and my computer is acting normally again. Amazing. I didn't reboot, restart X, anything. Hibernated a couple times. A mystery.
