That sounds like your SELinux contexts have gone wrong.  Is SELinux
enabled and in enforcing mode? ('/usr/sbin/getenforce')

Are the CUPS SELinux file contexts as they should be? ('rpm -V cups' or
'/sbin/restorecon -nvR /etc/cups')
