I can't say why nobody has packaged pptpd for Fedora, but I do know that the PPTP protocol was broken years ago. It is riddled with security design flaws that make it pretty much useless (in the opinion of our security staff, anyway). If you have assets worth protecting with a VPN, you probably don't want to be using PPTP anyway.
