And then keep it up-to-date.
I must say that for my simple needs the NFS solution seems simpler.

You can create a repo with just the stuff from the DVD and the RPMs you download as upgrades. Any new upgrades will be pulled over the non-local net, but you can save them and update your local repo. This requires more effort that I want (did it for fc9 and fc10) but works fine on a technical level.
