Are there any standard tools how to what you are saying for the set of all languages supported by the package (I guess, I should not limit myself to just one translation, right)? The working SRPMS without any language stuff is http://www.ceplovi.cz/matej/progs/rpms/jbrout-0.2.182-2.fc7.src.rpm and its SPEC is in the same location.
