Usually .a are statically build libs and they require special packaging. See http://fedoraproject.org/wiki/Packaging/Guidelines#Exclusion_of_Static_Libraries According to http://koji.fedoraproject.org/koji/getfile?taskID=980986&name=build.log, your package does not respect the mandatory Fedora compiler flags, as described by http://fedoraproject.org/wiki/Packaging/Guidelines#Compiler_flags.
