I was trying to clean up the docs beat hierarchy a little so that the the
contents list looks right.
What should the default toplevel header be in a docs beat page? I mean level 1
("= Beat Title =") or level 2 ("== Beat Title ==")? It looks to me like it
should probably be "==" but some pages are using "=".
It would be nice to make it consistent to make it easy to browse the docs beats
page and encourage more people to contribute.
