Eclipse has Tomcat in a bundle. Don't know the details but I think they use to serve up the help.

There was an IBM project to bundlize Tomcat and a published whitepaper, which is where that list is from. But, I have no idea if those bundles made their way public or where that whitepaper or any other resources are now. 2 minutes of googling didn't turn anything up. Enrique
