I don't think general@ is the best source regarding releases to the Maven 
repositories at ASF. There is a special mailing list repository@apache.org 
for these topics.

I think one is leading to the other. After all, the probe on 
general@incubator.apache.org for graduation of Felix, clearly shows that the 
Incubator PMC wants to see a release (could be fake) from the community, to 
show that Felix knows how to put a release together.

Now, I am surprised that Maven's release plugin is not more in use at ASF. It 
could be because the plugin doesn't really support the expected workflow of 
ASF. Perhaps something Brett & Co should look into...
