That's pretty much what I was recommending by using the new maven plugin that
uses bnd... :-)

Maybe you could take a look at the bnd program. Converting JARs to
bundle is quite easy with the wrap command. Additional changes to the
manifest could be made by building the JAR with a specific bnd file
that contains the specifics.
