The FELIX-27.diff patch attached here implements Bundle Localization as per
OSGi R4 section 3.10 including:
-Alternative base name for bundles using Bundle-Localization header
(Overrides default OSGI-INF/l10n/bundle)
-Whitespace in bundle keys
I am sure there is some room for improvement so feel free to do whatever is
needed.
