You don't need this paragraph.  PMC don't have to have their own bylaws.  It's 
an issue that was brought up recently.  Otherwise it looks good.

Also, there shouldn't be a problem with Richard being PMC Chair.  There are 
other non-member chairs now, it's not as uncommon as it once was.
