Yes, the Equinox OSGi Framework is stand-alone and can be launched without 
the rest of Eclipse.  See 
http://www.eclipse.org/equinox/documents/quickstart.php for a quick start 
guide.  There are newsgroups and mailing lists for Equinox if you have 
more questions ...

Thanks for the summary. I had spent some time about a month ago
studying the Conditional Permission specification, anticipating using
it in our project, and I hadn't realized that it is not yet
implemented in Felix.

Can Eclipse Equinox be used outside of Eclipse itself?
