In general, they don't, as they can detect if there have been changes  
to the repository. They also don't deploy artifacts if a build fails  
(or, if you want, tests fail).

Last time we talked about a CI, the biggest issue was where to get  
such a server (and how getting such resources was affected by still  
being in incubation).
