If there is one (policy in sanctuary), it’s probably driven by the state law –

I hope you can convince them to change the policy – with TNR program, due to the state law, I know that they give rabies shot to all kitties before releasing them, but if it’s sanctuary, and kept indoors, I don’t see why they need to ---

It is a sanctuary.  I am not sure about the state laws. I never give any of my guys rabies vaccines either.
