Yes, flea dirt is excrement.  If you put a bit on a wet paper towel, you will see it turn red (because of the blood in it.)  That's how you can tell it isn't real dirt, but flea excrement. 
 
I use Frontline every 3 months as a preventative measure, and Bella has never had fleas.
