If it's just breathing issues, an emergency tracheotomy would be a immediate solution to that issue, though how cats do longer term with them I do not know. This is where a hole is cut in the throat to make a hole into the windpipe, thus letting the animal breathe through the neck area, instead of having to pass through the head cavity.
