Dear Tracy:

Poor little one. Emergency vet sounds like the way to go. He can get some oxygen there and whatever else they can do to make him comfy. And more brains analyzing Herbie's situation will also help. They say that a death from emphysema where you get less and less air is one of the worst because the patient feels as if he/she are drowning--so I would certainly consider driving the little darling there now if he is having trouble getting enough air.
