Does Cipro have to be prescribed by a vet?

If you use Cipro, pay attention as to whether it makes him groggy or 
otherwise act strangely.  A small portion of cats have reactions to it
(not life 
threatening or anything, but they seem sicker for a little while do to
being really 
groggy and drugged).
