This is working for me now, so the problem was likely that the server was down.

After taking a quick look at the ParMETIS Changelog file, I would
guess that version 4.0.3 should work fine.

You should not need to download this manually, however if you do, you
should put it in DOWNLOAD_PATH (defined in dorsal.cfg).
