I'll soon be merging a lot of changes to the low-level MPI functionality
into the DOLFIN master branch. The pull request has been around for a
week

and the changes have been in next for a few days.
The main change is that it's now possible to create objects, e.g.
meshes, on an arbitrary subset of MPI processes. Most users of
high-level interfaces will not notice any changes.
