DOLFIN supports PETSc back to v3.2, but this leads to very messy code
(take a look at dolfin/nls/PETScSNESSolver.cpp!) and makes testing
difficult.
The motivation for keeping support for v3.2 was that it was available in
Debian/Ubuntu as a package. However, Debian and Ubuntu 14.04 now ship
with PETSc 3.4. I'd like to suggest that we drop support for 3.2 and 3.3
and support only PETSc 3.4 and PETSc-dev. Thoughts?
