I don't get it. Shortly before 1.4 release, uflacs-dev was
somewhat working with the rest. So why not to mark come commit by
uflacs-1.4.0 tag? It helps for some automated build configurations on
clusters where one defines VER=1.4.0 and type make.

Can one pick some uflacs commit compatible with 1.4.0? Why can't it be
marked as uflacs-1.4.0?
