Don't use https://github.com/FEniCS. It's a mirror of official https://bitbucket.org/fenics-project/ and may be outdated. I'd suggest consulting Octave Fem-fenics support to check which FEniCS versions are supported and then trying to install respective version by any supported installation method as listed on http://fenicsproject.org/download.
