Don't use https://github.com/FEniCS. It's a mirror of official
https://bitbucket.org/fenics-project/ and may be outdated. Use
https://bitbucket.org/fenics-project/.

Dorsal is retired and no longer supported. Check
http://fenicsproject.org/download/ for ways of installing FEniCS.

You can't skip FIAT. It is essential requisite of FEniCS stack.

My guess is that download did not work as you were trying to pull
such old tag/version which is not on bitbucket repos.

I'd suggest consulting Octave Fem-fenics support to check which FEniCS
versions are supported and then trying to install respective version by
any supported installation method as listed on
http://fenicsproject.org/download. Note that we actively support only
FEniCS 1.5.0 and FEniCS 1.6.0dev.
