hwcontext_vulkan: use VkPhysicalDeviceTimelineSemaphoreFeatures VkPhysicalDeviceVulkan12Features isn't implemented on MoltenVK yet. VkPhysicalDeviceTimelineSemaphoreFeatures is less versatile but simple.
