vulkan: drop the inherited access from a frame's first barrier
The exec already waits on the frame's semaphore, which makes earlier
writes available and visible. Inheriting the old flags put shader
accesses on transfer-only queues, flagged as
VUID-VkImageMemoryBarrier2-srcAccessMask-03909 and -07454 on every
hwdownload after a compute filter.
