VP8 bitstream comprise 3 parts: Frame Tag (uncompressed header), Frame Header
(Boolean Entropy Encoder) and MBs.
The `Frame Tag` is parsed by GetBitContext, ` Frame Header` is parsed by
VPXRangeCoder.
I should check trailing_bits() after FrameHeader. Will fix it
