From: Jun Zhao <mypopy...@gmail.com> Use dpb_max_num_reorder_pics to control output instead of dpb_max_dec_pic_buffering, when dpb_max_dec_pic_buffering is much larger than dpb_max_num_reorder_pics, it may cause dpb overflow error.
