From: Evgeny Pavlov <lucenti...@gmail.com> This commit adds option for enabling SmartAccess Video (SAV) in AMF encoders. SAV is an AMD hardware-specific feature which enables the parallelization of encode and decode streams across multiple Video Codec Engine (VCN) hardware instances.
