Since b5bfb7716c ("avcodec/ac3enc: drain the buffered samples at the
end of encoding"), ac3enc.c uses ff_af_queue_*, but the AC-3 encoders
never selected audio_frame_queue. Builds that enable only these
encoders (e.g. --disable-everything --enable-encoder=ac3) fail to link.

# Summary of changes
I hit this when updating/rebuilding `@mediabunny/ac3` with the latest FFmpeg
master. My configure command disables everything and then enables just the
AC-3/E-AC-3 encoder/decoder, and that failed to link when I compiled my WASM
bridge with Emscripten.
