Adding a bunch of reserved filler bytes is something done by a lot of writing applications and meant to be used mainly by retagging applications to add or replace tags in place without the risk of having to rewrite the entire file. Hence it being added right after the Tags element. Mkvtoolnix adds a big Void element for this purpose by default, for example.
