Given the amount of code is not large I'm not against having it in, but if it's not something that ever was meant to go into the public I'd probably disable creation of such files unless you enable a less standards-compliant strictness mode. Or if others are against it, I'm OK with this thing not being included as it clearly is to enable some GOOG internal workflows only.
