"Section 5" is just raw AV1 OBUs, and what gets multiplexed into containers. It's similar to raw h264 NALUs. "Annex B" is a trivial encapsulation for said raw OBUs, to easily delimit frames and Temporal Units. I can barely be considered a container. I called the Annex B demuxer av1.
