The H.263 spec says the sample aspect
ratio is assumed 12:11 but can have any SAR if "the custom pixel aspect
ratio use is first negotiated by external means".

So I would argue that muxing H.263 in a 3GP or QuickTime container
instead of in an RTP stream is negotiating a custom SAR of 1:1 since
those containers assume square pixels unless specified otherwise 
through a container specific mechanism
(e.g. via a QuickTime 'pasp' atom).
