New submission from Yuji Tsuchimoto <n...@sea-mew.jp>:

MPEG2TS stream contains AAC audio in a digital TV in some region.
The AAC sometimes switch stereo/monoral and 5.1 surround in the stream.
The current ffmpeg cannot treat the switching of the audio format.
No audio after the switching.

Would you fix the problem, to initialize audio format when this is switched?
A sample ts stream is put on ftp,
ftp://upload.ffmpeg.org/aac_stereo_mono_mpeg2/aacinmpeg2.ts, and attached here.

This stream contains HD mpeg2video, aac audio and so on.
The main aac stream starts as stereo and switch to monoral at middle of the
file, where there is gate CG.
File 'aacinmpeg2.ts' not attached - you can download it from
https://roundup.ffmpeg.org/file1351.
